During the tenure of Lito Atienza as the Mayor of Manila, he converted the stretch of Avenida Rizal, or simply called as Avenida into an open pedestrian passageway. He ordered the removal of the asphalt and replaced it with red bricks. Plants were placed in some sections of the street. And because of what he did, business flourished in these areas.
