Dinagyang Banned from competing in Sinulog Festival 2008?

I have learned of the news that the Dinagyang Foundation will be sending a tribe in Cebu City to compete in the 2008 Cebu Sinulog Festival since November when I wasn in Bacolod during the Western Visayas Tourism Assembly.
Everything has already been ironed out. The selected tribe is already rehearsing their routine. Filipino Fast food chain Jolibee has already pledged to shoulder the expenses of the tribe going to the Queen City of the South. And everybody’s already excited to see Dinagyang perform in one of the country’s largest festivals.
